The fall of the ASS-1 was liable to appear to be the first situation where Earth's mankind encountered an existence brought about by the Protoculture. However, that doesn't mean that the Protoculture were completely uninvolved with the Earth up until then. Long ago, the Protoculture had made the Earth a candidate planet for emigration. On that occasion, they genetically manipulated the primeval human race and created the mankind of Earth, which closely resembled the Protoculture. Thus, it's said that the Protoculture installed the "Bird man" surveillance device in order to prevent the over expansion of Earth's mankind.

The upheaval caused by the fall of the ASS-1 and the announcement of the Unified Government ideology also reached businesses. The reorganization of businesses progressed during the incorporation of the OTEC Co., who's objective was the analytic investigation of the ASS-1, and its furnishing of businesses with the ASS-1's Over-Technology (OTM). Such businesses as Stonewell, Bellcom, Bifors, Continental, Shinsei and Shinakasu Heavy Industry were formed. These businesses contributed to the development of the VFs and Destroids.
