Precautions were taken to prevent the Galaxy Leadership from gaining total control over the Frontier Fleet. At that time, the Frontier government's Mishima -who had obtained detailed information on the Vajra from the Galaxy Leadership- harboured the ambition to personally accomplish the control of the galaxy, and he began taking actions toward that ambition.

Related Matter: The L.A.I. Co.
It wasn't only the Galaxy Fleet that repeatedly undertook research on the Vajra and Fold Quartz. The L.A.I. Co., which put its base in the Frontier Fleet and is strong in Fold System related technologies, also undertook research on the Vajra on its own. After Mishima drew out the information from the Galaxy Fleet's leaders, he was able to develop Fold Jamming Devices and Implant Shells in a short time; and the L.A.I. Co. surely did the basic research for that. Their technological strength was to the extent that the Galaxy Fleet's leaders also said, "eventually they'll perceive the secrets of the Fold Waves".

Related Matter: The Independence Of S.M.S.
S.M.S. made the decision that estranged them from the Frontier Government on the point that dealing with the Vajra had the potentiality of violating the Galactic Treaty, and reasons such as the Luca Angeloni assassination attempt incident. In general, even though it would be treason, as far as the Frontier government is concerned -at the very least, S.M.S. appears to have been able to be charged with a contract violation-, in practice it didn't actually become so. Although there was also the reason that Mishima focused his attention on dealing with the Vajra and S.M.S. was partly left alone, it also seems possible to say that the business called S.M.S. is the manifestation of something that had free jurisdiction, which preserved great independence from organizations such as the government and the armed forces.
