Warlords—sometimes help or dispatch rogue fleets on rivals and neighbours.
The Elpis faction occupies a teardrop-shaped territory that extends deep into sector M45-3. While the thickest part of the territory is in sector M45-3, the territory is squeezed between the Starburst Nebula and the Elissa faction as it extends into the Zentrādi Control Zone.
Elpis Faction raiders are an occasional threat to travellers in the chokepoint between Gaia and Midway. However, as sector M45-3 developed, the Elpis Faction has tended to focus their raids on the areas around Burlapsower and Glitterdrop—which are more-or-less cut-off from the rest of the sector, and significantly off the main trade route connecting from Gaia, through Sesannu Kaderak, and Stepan in Sector M45-2.
Recently, the focus of the Elpis Faction's attention is on the thinnest part of their territory that stretches from Ayna, through Byeong-ho, Tumelo and Teodosio, to Epona deep in the Zentrādi Control Zone. It is here that they have to fend of incursions and raids by the Elissa, Hulda, and Vasu Factions, while keepong the Herodion Faction at bay.
The Elpis Faction is not as aggressive as they used to be, as they are a relatively weaker power in the Zentrādi Control Zone with few allies, and because reinforcements arrive quicker now that the nest of Fold Faults in sector M45-3 is dissipating.

Teodosio is in the borderland between the Elpis faction and Elissa and Herodion factions. Due to that, it is heavily militarized, and is the main supply base and provider of military support for Epona, Tumelo, and to a lesser extent, Byeong-ho. Teodosio is also charged with patroling the outskirts of the Starburst Nebula, watching for raiders from the Vasu faction, or traders and smugglers passing through wishing to avoid the Sesannu Kaderak–Stepan corridor, or who are aligned with other, distant factions in the Zentrādi Control Zone and are hoping to sneak across Elpis territory enroute to Phat-P and its trade routes.

A cluster of ruined Zentraadi warships spread over an approx. 10 x 20 km area. Due to the cosmic ray-induced space weathering on all 5 ruined ships, it's clear that they have been here for a long, long, long time.
On the right side (see image) is the ruins of the rear part of a Keadōru Magudomira Command Battleship. Stretching out in arcs in both directions from the Command Battleship are a large field of debris.
Floating nearby are the ruins of a trio of Picket Ships and their respective debris fields. Only the Picket Ship toward the rear is largely intact. The rest are shattered ruins.
At the top (see image) is another large debris field. This one is centred on a ruined Suvāru Saran Standard Battleship.
