Development on the VF-X-3 began as a proposed replacement for the VF-1 Valkyrie, competing with the VF-X-4. The chief designer was the VF-1 Valkyrie's principal designer, Colonel Chris J. Takatoku. Development proceeded with the basic design and production of a full-size mockup. The project used Earth's Grand Cannon IV as its main base. Since the VF-X-3 was developed primarily from the VF-1 Valkyrie's designs, it was clearly demonstrated to have maneuverability exceeding that of the VF-X-4. The project ended at the developmental stage because the production systems were lost in 2010 with the destruction of the Grand Cannon IV and the disappearance of Colonel Takatoku. Project data and the mockup were also lost, and only a number of photographs and one part contracted out to a space plant exists now.

The prototype number one craft, the VF-X-4V1, achieved a sharing of 35% with the VF-1. Even though this ratio fell down to about 25% in the VF-4A-0, an additional prototype, the VF-4 was judged to have a fighting strength 40% better than the VF-1. This was based on the result of trials within the examination program, which included simulated dogfights with the VF-1.

While the VF-11's canards enhance maneuverability and operability in atmosphere, they also limit the maximum speed due to air resistance. This feature was cause for heated debate during development with Captain Milia Jenius, of the Eagle Nest Aerial Tactics Center, as one advocate of the canard. Two VF-X-11 prototypes were produced; the first without canards and the second with them. Captain Jenius and the VF-X-11 No. 2 machine participated in a rescue operation of a Unification Government chief advisor, and with data collected on the VF-X-11 No. 2 used in this rescue operation, a decision was made to implement the canards [on the VF-11].
